Sudhir was born 19th December, 1961, Palwal, Haryana, India, son of Sh. Hari Ram & Smt. Krishna Devi. He obtained the degrees B.Tech. (Civil) from IIT Delhi, India (1984), M.E. (Water Resources Development) from University of Roorkee, India (2000), both with honors.
Sudhir has been with Central Soil & Materials Research Station, Ministry of Water Resources, Govt. of India, since 1987. Earlier he has been with various Consulting Services for design of buildings, bridges, well foundations, and taken part in the design of a major thermal power station. He has pulished a dozen papers related to these experiences.
